A sheer dress/long top, definitely need to be worn with an inner layering. To wear it as a dress, use a long simple casual dress in white, be it a spaghetti strap dress or a long tube dress. If not, you could bring it to tailor to add a chiffon layering underneath, they can do basically anything :D Otherwise, simply wear it as a long top with a tube top as layering, pair with with skinnies or leggings, yums! Love the details on the top/dress!
